Cabinet may extend ban on importation of meat via give-and-take schemes until 2008

The Cabinet of Ministers is likely to extend ban on importation of meat and meat byproducts (02 commodity group under the Ukrainian foreign trade classification) until December 31, 2007 to secure stability in the production sector of the meat market and provision of the population with qualitative products.
This is stated in the draft Cabinet of Ministers resolution On Extending the Validity of the Cabinet of Ministers Directive of April 13, 2007, entitled On Temporary ban on importation of some types of give-and-take raw materials into the customs territory of Ukraine till December 31, 2007, posted in the official web site of the Agrarian Ministry.
A note to the document suggests that saturation of the internal market with imported meat raw material at dumping prices coupled with growth of native meat production have adversely affected prices for livestock and poultry. According to the state’s statistics committee, over the first half year, 107,000 tons of meat and foodstuff byproducts were imported, which exceeds the last year’s indicator by 38%.
73% of the overall imported meat (79,000 tons) is meat and poultry byproducts imported at UAH 2,048 per ton, 10% (20,000 tons) frozen pork at UAH 4,567 per ton, 4% (4,100 tons) beef at UAH 4,260 per ton and 4% of byproducts (3,900 tons) foodstuff byproducts of cattle and other animals at UAH 3,997 per ton. Ukrainian enterprises, which implement investment projects in free economic zones and priority development territories by give-and-take schemes, imported 96% of meat raw material on privileged basis.
At this, state’s budget has lost and still loses hundreds of millions hryvnias of unclear customs duty, whereas underestimated price for imported products under today’s difficult conditions undermines the internal market more and more.
As to Agro Perspectiva earlier report, in April the Cabinet of Ministers has banned entry into the territory of Ukraine of meat raw material meant for give-and-take operations by September 1, 2007.
Recall, the Cabinet carried out certain measures to regulate the situation in the meat market. In particularly, meat and livestock import should be licensed now. Smuggling fighting groups control violations of the custom rules relating to meat import.
