Agrarian ministry suggests concept of bread market development

The Agrarian Policy Ministry has worked out a concept for development of bread and flour market to overcome negative tendencies in the market of flour, bread and bakery product and optimize prices for these products and improve their quality.
This reads draft resolution of the Cabinet of Ministers On Approval of the Concept of the State’s Program of Development of the Bakery sector till 2015, posted in the official web-site of the agrarian ministry.
Therefore, the Agrarian Ministry proposes to develop principles of popular types of bread pricing, enhance state’s regulation of the sector and improve quality of the raw material and ready-made products, and broaden the variety of products.
As to the draft, the concept eliminates problems with volatility of prices for popular types of bread, speeds up transition of the sector to innovations, levels out quality of bread and bakery products and enables facilitation of safety at the enterprises.
Besides, the program proposes implementation of progressive technologies and newest equipment, which reduces costs for material and technical and power resources for baking.
Apart from that, the program envisages financing of scientific works to meet the needs of bakery sector through coordinated researches and effective use of the scientific potential of leading educating centers.
As Agro Perspectiva earlier report, the Cabinet of Ministers has permitted local authorities to regulate trade markups and profitability of production of some types of products, including extra-grade flour, bread of extra-grade flour, meat, milk and eggs.
After a price hike in June, the agrarian ministry has initiated local authorities to regulate wholesale prices for flour and profitability of flour and bread production to level bread prices and prevent bread price increase.
