Zubko commissions State Agency for Energy Efficiency to develop new mechanisms to encourage gas consumption reduction

The Ukrainian Vice Prime Minister, Minister of Regional Development, Construction, Housing and Utilities Hennadii Zubko instructed the Ukrainian State Agency for Energy Saving and Energy Efficiency to promptly complete the process of preparation and approval and submit for consideration necessary bills and draft decrees of the Government, aimed at creating of favourable conditions for the reduction of natural gas consumption by the population and budget-funded institutions, Government Portal reports.
As to the report, in particular it concerns the laws that regulate the use of an ESCO mechanism (retrofitting of buildings of budget-funded organizations schools, kindergartens, hospitals), as well as a draft law on improving energy efficiency of buildings.
«Apart from earlier introduced mechanisms which afford the people to replace gas boilers and those encouraging heat generating enterprises to shift gears to alternative kinds of fuel, we have to suggest other mechanisms as well. It is known that thermo modernization of a building is costly, and an association of co-owners of multi-storey building or a budget-funded organization could hardly afford a complex thermal insulation. The task for the State Agency for Energy Saving and Energy Efficiency is to offer a mechanism of drawing investments and cheap loans to conduct modernization and respectively reduce consumption of energy resources,» Zubko stressed.
The Vice Prime Minister also focused attention on the fact that each legal act, which is being drafted to adopt in the energy saving and energy efficiency sector, should take into account the interests of the population co-owners of apartment houses, property owners, as well as the interests of budget-funded organizations.
