Venice Commission President: lustartion law is to be finalized

The need for amendments to the Constitution and revision of the Law on Lustration were the main topics of the yesterday meeting between the President Petro Poroshenko and the delegation of the European Commission for Democracy through Law (the Venice Commission) headed by President Gianni Buquicchio, President Petro Poroshenko Press Office reports.
As to the report, speaking of the Law «On Government Cleansing» (on lustration), Gianni Buquicchio noted that it was a «bad law» and the Venice Commission was very critical concerning the law. «But we succeeded in our discussions with your representatives, your Minister for Justice and agreed to work together in order to improve the law and put it in conformity with the European standards,» he said. The President of the Venice Commission emphasized that the process of lustration should be suspended until the respective law is finalized.
Reportedly, the Ukrainian President noted that the opinion of the Venice Commissions experts was extremely important for Ukraine in the context of the implementation of the Association Agreement between Ukraine and the EU, as well as the harmonization of legislation with the European standards.
On his part, the President of the Venice Commission assured of the readiness of his institution to assist Ukraine in the revision of legislation. «We will work as fast as possible,» he said. Next week, the expert delegation of the Venice Commission will arrive to Ukraine to hold a series of meetings in the Ministry of Justice.
As to Buquicchio, the Venice Commission is ready to provide an expert conclusion regarding the amendments to the Constitution on decentralization and the draft law on judiciary as soon as it is revised by Verkhovna Rada. Buquicchio said that amendments on decentralization should be made within the Ukrainian Constitutional Commission immediately given the necessity of ensuring local elections.
«You are doing a lot to establish an atmosphere of dialogue, achieve peaceful resolution and compliance with the Law in the state,» Gianni Buquicchio noted. As to him, it was extremely difficult to implement reforms given the situation in the country. «Still, you have to do that, for the whole world is watching Ukraine right now,» the President of the Venice Commission has noted.
