Ministry Of Internal Affairs Commences Check Of Grain Traders
08.04.2003 "Agro Perspectiva" (Kyiv) - The Ministry of Internal Affairs has begun to carry out checks of companies, which are trading with grain, particularly their operations with respect to export of grain. The head of the Department of the State Service for Fighting With Economic Crime, Viktor Lytvynenko, stated this at a news conference. “We are examining the activity of grain traders, the legitimacy of carrying out export operations with grain, and also the grounds for refunding of VAT from the budget,” he said. In the words of Lytvynenko, the Internal Affairs Ministry begun the checks of grain traders based upon an instruction of President Leonid Kuchma. In his words, the Internal Affairs Ministry is paying special attention to the adequacy of data on stockpiles of grain and safe keeping of grain in the state reserve. Lytvynenko said that for the time being the Internal Affairs Ministry has not instituted criminal cases against grain traders. “In this year we have not instituted cases with respect to grain traders,” he said. In his words, the majority of violations of laws that were uncovered, which took place at agricultural enterprises, criminal cases were launched regarding these violations. In particular, the Ministry of Internal Affairs launched criminal cases based on misused of grain from the state reserve against officials of the Volodymyr-Volynskyi (Volyn Region) bread receiving enterprise, and also the Koviahy bread receiving enterprise (Kharkiv Region). As Ukrainian News reported earlier, large-scale checks of the grain market was begun by the Office of the General Public Prosecutor (GPO) based upon an instruction of President Kuchma. On Tuesday, the GPO informed that after it begun checks on 13 March, agencies of the Prosecutor’s office have launched 200 criminal cases against officials of the agro-industrial complex based on cases of abuse of their offices. In particular, in the course of these checks the Prosecutor’s office has established numerous cases of falsification of statistical data by officials of grain producing enterprises, and also agencies of the State Statistics Committee.
Based upon the information of the GPO, cases of unlawful refund to grain traders of value added tax from the state budget have been established. (Ukrainian News)
