Ukroliya initiates sunseeds/rape import duties canceling

Association Ukroliya (uniting over 87% domestic vegetable oil producers) considers expedient to introduce changes into current Customs tariff regulation as well as to cancel sunseeds/rape import duties in order to assure domestic oil extraction companies full-charging, reported Stepan Kapshuk, Association Ukroliya General Director First Deputy, on Second All-Ukrainian Conference Problems of Market Relations Creation in Ukrainian Agrarian-Industrial Complex. As to Kapshuk, sunseeds/rape import duties cancellation will make it possible for oil extraction plants to optimize resources supply expenditures. In particular, presently it isn’t profitable for Chernivtsi Fat-and-Oil Integrated Plant to bring sunseeds for processing from Donetsk region, it is optimal to ship them from Hungary, what is, however, impossible due to sunseeds import duties. It is be reminded, sunseeds import duties are EUR500/t (preferential) and EUR1000/t (full), while rape import duties are EUR20/t (preferential) and EUR40/t (full) (as to current Customs tariff). As earlier reported, Ukroliya forecasted domestic oil extraction plants sunseeds processing capacities would rise to 6.2 million tons/year until this yearend (up 1.2 million tons (+24%) against Jan 1, 2005). Domestic oil extraction plants plan to receive 3 million tons sunseeds for processing within 2004/05 MY. 2004 sunseeds crop lowered to 3.051.900t (in terms of weight after additional processing), down 1.202.500t (- 28.3%) against 2003.
