25.04.2007 09:41 "Agro Perspectiva" (Kyiv) — "Soyuzagromash" opposes changes of duties(taxes) on grain-harvesting and kormouborochnye combines. In opinion of a management(manual) of the Union, it will create exclusively favorable conditions for the grey importer of agricultural machinery, press-service " Ñîþçàãðîìàø " informs.

The question on a cancelling of the specific making duty(tax) on grain-harvesting and kormouborochnuyu technics(technical equipment) at a rate of 100 euros/kw of capacity(power) of the engine was considered(examined) at session of working group of the Interdepartmental commission on protective measures in foreign trade and is customs to-tariff policy(politics) MERTa.

As director of the Union of manufacturers of agricultural machinery and the equipment for agrarian and industrial complex " Ñîþçàãðîìàø " Evgenie Korchevoj has declared in the performance(statement), attempts to change duties(taxes) on combines and thus to infringe upon interests of domestic manufacturers occur(happen) under pressure American peregovorshchikov under the introduction of Russia into WTO. " Actually it is attempts to create favorable conditions to grey importers. We see, what not all the interested ministries approve a cancelling of the combined duties(taxes) on combines. But the position of the Ministry of economic development in which do not wish to pay attention to positive results from introduction of the specific rate " is amazing, — speaks E.Korchevoj.

Introduction of the combined rate of the import customs duties has allowed to lower growth of import territory of Russia in 2006 of combine harvesters on 16 % — up to 1238 pieces Simultaneously on 13 % customs cost of foreign machines(cars), and a share new zerno-has grown and kormouborochnykh combines in total amount of import has increased up to 90 %.

According to «Soyuzagromash», per 2005 before introduction of the combined rate of the import customs duties of the order of 70 % of combines it was imported with use of " grey schemes(plans) ", understating of customs cost and leaving(care) from taxes.

The new duties(taxes) which have come into force in January, 2006, were favorably reflected in manufacture of similar Russian technics(technical equipment). Release of the newest, designed and put in a batch production in 2005 zernokombajnov «Vector» has made 54 %. It is supposed, that in immediate prospects this model will make the basic competition to import combines.

The Russian manufacturers have completely carried out of the obligations taken on at introduction of new rates of duties(taxes) and have constrained a rise in prices on combines in 2006. Average cost of combines of a domestic production in a home market practically has not changed, and on some models reduction of prices on 1–3 % has been fixed(recorded).

Thus on the Russian market in 2006 two new models of combines — a high-efficiency combine harvester 5 classes Acros 530 and kormouborochnyj combine Äîí-680Ì have been deduced(removed). Today kombajnovyj the factory «Rostselmash» conducts development of a super-power combine harvester 6 classes. Deliveries of essentially new machine(car) Russian selkhozproizvoditelyam are expected in 2008/09 selkhozgodu.
