Canada: Consultations on Proposed Supply-Managed TRQ Administration Options

Following are selected highlights from a report issued by a U. S. Department of Agriculture attache in The Ottawa (Ñanada), Global Affairs Canada published policy options for the allocation and administration rules for all tariff rate quotas (TRQs) related to supply-managed products (i.e., dairy, poultry and eggs). Comments on the proposed options will be accepted through April 3, 2020. On February 14, 2020, Global Affairs Canada (GAC) published proposed options for the allocation and administration of tariff rate quotas created by multiple trade agreements’ market access commitments (i.e., WTO Uruguay Round, CETA, CPTPP, and USMCA). The public consultation period on the policy options will run through April 3, 2020, commencing the second phase of a comprehensive review of supply-managed TRQs initiated in May 2019. In addition, the consultation website indicates that «input from respondents does not have to be limited to the options presented; respondents can identify other potential options for any component of the allocation or administration of supply-managed TRQs». To assist stakeholders engaged in the consultation process, GAC also provided detailed background information on Canada’s various TRQs, including the current applicable allocation and administration rules.
