Ministry of Agrarian Policy initiates tropical oils fractions entry duties abolishment

Ministry of Agrarian Policy has promulgated draft Law "About Bringing Changes into Law of Ukraine «About Ukrainian Customs Tariff,» stipulating entry duties abolishment for tropical oils fractions (UKT VED codes: 1511 90 99 00/1513 29 19 00) which are imported into Ukraine to provide resources for fat-and-oil integrated plants. Draft Law supplementary note specifies that until Jul 2005 tropical oils/fractions (UKT VED code: 1511/1513) were subject to zero entry duties, yet after amendments (№ 2775-²Ófrom Jul 7, 2005) were brought into some Ukrainian Laws, palm olein/palm kernel stearin became subject to 5% entry duties. Draft Law supplementary note made it known these tropical oils fractions aren’t produced in Ukraine. As to supplementary note, country margarine products output started declining after tropical oils fractions had been imposed entry duty upon. In case proposed draft Law is adopted domestic integrated plants will be provided with necessary resources; besides, Ukraine will fulfill a series of international agreements concluded earlier within WTO joining negotiation process. As earlier reported, this year Jan-May margarine products output totaled 119,400 MT (down against 128,900 MT in Jan-May 2005). 2005 margarine products output had grown to 297,573 MT, up 20,000 MT (+ 7.2%) as of 2004. 2004 margarine output totaled 277,566 MT. As to Association Ukroliya, presently in Ukraine margarine is produced by 31 companies.
