Cabinet proposes to Rada to oblige all agrarian market participants to report on grain reserves

As to registered in Parliament draft Law № 1089 "About Bringing Changes Into Law of Ukraine «About Grain and Grain Market», Cabinet has proposed to Verkhovna Rada to compel all agrarian market participants, incl. grain producers (agricultural companies/farm economies) as well as other economic entities to submit information about their grain reserves in order to get actual data on Ukrainian domestic market grain reserves/assure country food security. As to draft Law supplementary note, current imperfect legislation (in what regards requirements for proper definition of grain/grain resources storage entities) makes it impossible to receive all due information/execute grain market efficient State regulation, resulting in country food security weakening. Draft Law specifies grain reserves declarations must be submitted by economic entities (which have certain grain reserves stocked on their own or rented warehouses) each month. If adopted, draft Law will come into effect since 30 days after being promulgated. As earlier reported, Dec 2002 Cabinet had approved (up to Law «About Grain and Grain Market») procedure of grain declarations compiling/submission to be executed by grain storage entities, stipulating grain storage entities to fill out monthly special declarations forms referring to their stored grain volumes. Grain storage entities (natural persons/legal entities carrying out grain storage activity with usage of their own/rented warehouses) should submit corresponding declarations until each month 5-this year day. Declarations should contain all data on stored grain volumes as well as on grain operations carried out within each previous month. As to Cabinet press-service, country food wheat reserves (as of Jun 1, 2006) totaled 2,529.000 MT. As to State Agricultural Products Control Committee, country soft wheat stocks (as of Jun 1, 2006) totaled 2,608.300 MT (hard wheat 12,600 MT); rye total reserves were estimated 316,700 MT (down against 367,700 MT as of May 1, 2006), barley 504,900 MT (down against 903,700 MT as of May 1, 2006), oats 39,700 MT, maize 641,900 MT. As to Committee, this year early Jun leguminous stocks totaled 42,800 MT (incl. peas 41,500 MT); buckwheat and rice reserves were correspondingly 23,400 MT and 9,800 MT. As of this year Jun 1, agrarians had declared in total 4,492.300 MT grain (down against 6,225.500 MT as of this year May 1), incl. 1,497.500 MT grain stored at warehouses of agricultural producers, 2,695.500 MT kept at elevators, grain acceptance/processing companies or other companies providing grain storage services and 299,300 MT stored by other grain holders.
