Poroshenko presented amendments to Constitution: Decentralization should unite society

"Decentralization should unite the Ukrainian society," President Petro Poroshenko said yesterday at the presentation of draft amendments to the Constitution of Ukraine regarding decentralization for national and regional media, President Petro Poroshenko Press Office reports.
As to the President, advantages of decentralization are obvious for all political forces, because all of them have been elected under slogans about decentralization.
«Everyone promised decentralization. It was in October 2014. But already in April-May 2014, in the course of my election campaign, I’ve promised that we would conduct constitutional amendments on decentralization. As President, I count on support of all political forces in the Parliament,» Poroshenko said.
As to Poroshenko, he is hopeful that the draft law will be approved by the constitutional majority of the Parliament, which had been elected under the slogans of decentralization.
As to the report, the President emphasized that he is only a nominator. True authors are two honorable commissions the Ukrainian Constitutional Commission, which had made the main work, and the Venice Commission, which had adopted the project of the Constitutional Commission.
Reportedly, Poroshenko stressed that the decentralization reforms had been endorsed by the Ukrainian Regional Development Council (which consists of regional councils’ heads, RSA heads and mayors) as well as the Association of Ukrainian Cities and the National Council of Reforms.
As to the report, while speaking of the self-government in Donbas, the President emphasized that draft amendments to the Constitution do not provide for any special status for Donbas.
«The project implies the possibility of specific local self-government for certain administrative-territorial units of Donetsk and Luhansk regions. It is laid down in special law,» Poroshenko said.
As to the President, this regulation doesn’t go beyond the limits of international commitments under the Minsk agreements that have been recognized by the whole world as the only option for political-diplomatic settlement of the situation in Ukraine.
