16.01.2015 11:06 "Agro Perspectiva" (Kyiv) —
The Ukrainian President Petro Poroshenko suggests that Verkhovna Rada should abolish parliamentary immunity. It was stated by him at the meeting with leaders of parliamentary factions, President Petro Poroshenko Press Office reports.
«Id like to draw attention to the debt under the coalition agreement. I have initiated and elaborated the draft law that provides for the complete abolition of parliamentary immunity,» the President said.
As to the report, Poroshenko stressed that this initiative was supported by the public. «This is what the majority of us promised during elections. As President and as guarantor of the Constitution, I guarantee democracy in our state. There will be no harassment on the political basis in our country regardless of whether a politician is in power or in opposition,» the Head of State noted.
The President is optimistic about the adoption of the given law by the Parliament, for the coalition consists of more than 300 MPs.
Also, the President offered to limit the immunity of judges. «Judicial reform is the first issue at all international meetings,» Poroshenko emphasized.
As to him, the institute of judicial immunity must be brought to European standards. The President noted that European institutions had repeatedly emphasized the need for a functional immunity, which guarantees evasion from liability only for acts committed in the course of the fulfillment of judicial duties, except cases of approval of deliberately wrongful decision or gross violation of the oath.
Also, Poroshenko emphasized that judges often misused their immunity. «The right to permit the arrest of a judge should be passed from the political authority, i.e. the Parliament, to the legal authority the High Council of Justice,» the President added.
