Black Sea countries to be invited for consultations on joint grain pool, says Ukraine's Agriculture Ministry

Grain-producing countries of the Black Sea region will be invited to participate in the consultation on the creation of a grain pool of Ukraine, Russia, and Kazakhstan, NRCU reports.
Agrarian Policy and Food Minister of Ukraine Mykola Prysiazhniuk said this at a press briefing within last week. «We have agreed that within six months the working group, including experts from Kazakhstan, will discuss the principles and conditions of functioning of the Black Sea grain pool. Grain producing countries of the Black Sea basin will also be invited,» he said. The minister stressed that Ukraine found it extremely important that this pool should perform the functions provided by the Food and Agriculture Organization of the UN, and the Agricultural Market Information System (AMIS). «As of today, we have six months to work out the charter, the principles and objectives. This is the first thing. Secondly, as of today, this is not an economic, not a political, but an information and advisory organization within the framework of AMIS. How it should develop and what would be the recommendations of this working group will be known in six months,» the minister said. The creation of the grain pool is intended to allow the coordination of the countries trade policies on the international grain market. The need to create a pool is related to the fact that there is a strong cross-country competition in the Black Sea basin, in contrast to other points of grain export shipments. In connection with this the countries in the basin lose between 10 and 20 U.S. dollars per tonne of grain. The export potential of Russia, Ukraine, and Kazakhstan is estimated at 70 million tonnes. The three countries are among worlds top grain producers and exporters.
