Azarov ordered Cabinet to approve State Program on enhancing economic development by 2014 year

23.01.2013 10:57 "Agro Perspectiva" (Kyiv) — The Prime Minister Mykola Azarov has ordered in the first decade of February to submit to the Government a revised draft of the State Program on enhancing economic development for 2013–2014, Government Portal reports. A corresponding order was given to heads of ministries and departments by the Prime Minister on the results of the meeting on the revision of the draft State Program, which was held at the Government Housetoday under his chairmanship. He noted that the draft State Program, which was developed by a working group headed by First vice Prime Minister Serhiy Arbuzov, requires revision. «The State program was reviewed in all ministries and departments. There are a lot of comments to this program, and it cannot be otherwise, because this is the first large-scale document for many years,» Mykola Azarov said. «This document, I think will be discussed, especially in terms of balancing its financial resources. TheGovernment plans to revise this document and approve it within the first decade of February. We should build our work in such manner so that all comments and suggestions were studied and considered as much as possible», Mykola Azarov said. He recalled that recently a meeting of the Committee on Economic Reforms was hold, where the president made clear objectives: to accelerate economic reforms, economic development in order to implement social initiatives. «Everyone knows the risks associated with the development of the global and domestic economy.Therefore, our State program should consider these risks», Mykola Azarov noted. He added that the program to enhance the economy is designed recover positive impact on economic growth, but it should be done only on the basis of the economy that we have. «We can only rely on our own resources. We must now give those incentives that will allow us to reach a reasonable rate of economic growth - this is our main task, - Mykola Azarov said. - This will solve a number of social problems.» According to him, among the main directions of development of the economy particular importance is the development of those industries that can provide import, including energy development. Mykola Azarov said that the program contains a number of priorities and the Government intends to work to realize them: the development of the competitiveness of the domestic economy, focus on the development of high-tech industries with high added value. The Prime Minister drew attention to the factthat the program should have no place for unnecessary protectionism. The Prime Minister highlighted the main instruments for implementing the State program onenhancing economic development for 2013–2014: direct budget support, tax and customs incentives,government guarantees to obtain further loans, the mechanism of public order or public-private partnerships. «So we possess quite a wide range of tools that will allow us to realize our goals and objectives,» Mykola Azarov summed.
