UGA proposes Cabinet/VR to pay off grain exporters VAT debts with 5-year bills

Ukrainian Grain Association
(UGA), uniting over 80% domestic grain traders, has proposed to solve
grain exporters VAT debts liquidation problem with 5-year bonds, reported
UGA press-service.
«It goes about issuing of bills for corresponding indebtedness
sum (up to wish of export activity entity) with 5 years repayment period
and interest rate equaling to National Bank of Ukraine 120% discount
rate,» runs UGA report.
As to report, UGA has handed this proposal over to VR
Committee for Agrarian Policies and Land Relations in order to promote 2005 State Budget corresponding changes;
Committee, having agreed with UGA proposal, has handed it over to VR
Budget Committee.
As earlier reported, domestic grain exporting companies declared
they were going to finally solve exporters VAT reimbursement problem
with Yuliya Tymoshenko Cabinet assistance.
As of Jan 1, 2005, VAT debt total residue, uncompensated for grain
exporting companies, equaled to UAH467.000 million (down UAH31 million
against UAH498 million as of Jan 1,2004).
VAT reimbursement claimed amount was UAH1.124 milliard (as of Jan 1,
2004), while
factually reimbursed were UAH1.043 milliard (as of Jan 1. 2004).
Within 2004 companies claimed UAH1.193 milliard to be
reimbursed, while factually reimbursed were UAH1.124 milliard.
As to State Taxation Administration, within 2003 VAT reimbursement claimed
amount was UAH1.124 milliard (as of Jan 1, 2004), while factually
reimbursed were UAH1.043 milliard (as of Jan 1. 2004).
This MY (Jul-Feb) grain export totaled 7.16 million tons (up as of 2.766 million tons in last MY similar). 2003/04 MY (Jul 2003-Jun 2004 ) grain
export fell to 2.74 million tons, down 8.01 million tons (- 75%) as of
2002/03 MY.
Agrarika Ltd experts forecast 2004/05 MY grain export rising to 9.8 million tons.
2004 grain crop totaled 41.8 million tons, up against 20.2 million
tons in 2003.
