Ministry of Economics proposes to oblige exporters to buy grains only on exchange markets

As to Cabinet draft Decree “About Some Issues of 2008/09 MY Grains Export,” published Sept 02/08 on Ministry of Economics official website, Ministry has suggested to ban Ukrainian grains export in case if traders don’t have certificates of conclusion/registration of grains export exchange market contracts made until Dec 31/08 on exchange markets accredited by Ministry of Economics. As to draft Decree, State Customs Service should permit grains export only on condition if these certificates are available. Since Jan 01/09, in order to receive certificates from State Customs Service traders will have to make contracts on exchange markets determined on contest basis. Decree says if agricultural producers make grains export in volume corresponding to their own grains production, grains export customs procedures should be performed on basis of certificates issued by bodies authorized by Ministry of Agrarian Policy. As to draft Decree, Ministry of Economics should also approve procedure/conditions of contests to determine exchange markets authorized to conclude/register grains export contracts. As to Agro Perspective earlier report, Ministry of Agrarian Policy had forecasted 2008/09 MY grains export would total 17.513 mn MT.
