Working rules within Ukrainian Agrarian-Industrial Complex are to be determined by laws

«Business relations between traders, producers, consumers, processors within agricultural production are to be based on corresponding legislation,» stated Myckola Bezuglyi, First Deputy Minister of Agricultural Policy of Ukraine, in his report on all-Ukrainian conference Problems of market relations’ forming within Ukrainian Agrarian-Industrial Complex. As to M. Bezuglyi, in this connection a corresponding draft law about main principles of State agrarian policy, reflecting the executive power’s perception of Agrarian-Industrial Complex development up to 2015, has been already directed to Verchovna Rada. Besides, work goes on as for basic law with working title About supporting agricultural production and agrarian market, which should fix up «rules of game» (including principles that regulate each year budget’s adoption) at legislative level. M. Bezuglyi explained necessity of this law’s adoption, following example of livestock raising subsidization: in 2001, when livestock subsidy existed, livestock population was growing up; in 2002, with canceling of law stipulating livestock subsidization, livestock population started lowering down, while with renewal of that law in second half 2003, livestock population started growing up again. Peasants can’t schedule their work under similar conditions, since in livestock raising total turnover of means is to be not less than about two years. As to M. Bezuglyi, today a great deal of market’s participants are drawn to discussion of this basic law, many people’s deputies, scientists and public organizations are working on it. «I think getting acquainted with «rules of game’ will allow all of agrarian market’s participants to be more confident of their future», — stated M.Bezuglyi.
