Tatarstan has not settled(exhausted) an opportunity for attraction of the local companies in an agriculture
29.03.2007 13:57 "Agro Perspectiva" (Kyiv) —
According to IA «Tatars-inform», by 2012 the total volume of gross output of the agriculture made by all categories of facilities(economy) RT, should make 160 billion roubles, that in 2 with superfluous time will exceed a level of 2006 (76 billion rbl.). Such problem(task) facing to agrarian and industrial complex of republic, the assistant to the prime minister of Tatarstan Minister of Agriculture and Marat Ahmets foodstuffs has sounded.
In particular, minselkhozprod RT 55,5 million t in a year is measured(going) to achieve stabilization of gathering grain without dependence from weather conditions at a level. And as to increase about 1,6 million up to 2 million t total nadoj milk (the part will be realized in other regions Russian Federations); to increase up to 500 thousand t annual manufacture of meat of cattle and a bird (in 2006 the given parameter was made with 332 thousand).
In opinion of M. of Ahmetov, meat production will not be taken out, and remains inside of republic, thus the consumption level per capita considerably(much) will increase. Now to finish to physiological norm(rate) a daily diet of meat insufficient purchasing capacity of inhabitants of republic stirs(prevents).
Realization of a complex of the measures directed on achievement of the purposes designated by minister, should raise(increase) an average level of incomes of peasants up to 13 thousand roubles a month (in the present prices). The government of Tatarstan does(makes) the basic rate on large commodity producers. Now at the disposal of the last there is nearby 2 million in hectares of farmland from which 400 thousand in hectares it is issued in the property, the others are ground payami peasants or are the state grounds and are issued by investors in long-term rent.
According to Ahmetovs M., Tatarstan yet has not settled(exhausted) an opportunity for attraction of the local companies in an agriculture by which can be allocated in addition up to 500 thousand in hectares of an arable land. " In republic the good moral and psychological climate for investors is created to develop an agriculture it is considered prestigious. Especially quivering attitude(relation) to investors and at management(manual) RT ", was emphasized by it(him).
For last 5 years investors have enclosed in agrarian and industrial complex nearby 35 billion roubles, from 2 up to 5 billion rbl. have made annual injections of the budget. Only in 2006 total investments into an agriculture of republic rbl., including almost 10 billion rbl. within the limits of the priority national project " Development of agrarian and industrial complex " have made 19 billion.
In program actions for 2007 the sum of 16 billion roubles appears. If the enterprises of branch can involve such credits for realization of the plans, budget RT will allocate for partial indemnification of cost of credits (at a rate of 1/3 from the rate of refinancing) nearby 450 million roubles. The same sum is subsidized with the federal budget.
In opinion of M. of Ahmetov, after «adaptation» of village to operating conditions in WTO, liberation of hands in connection with more effective organization of work will be inevitable to occur(happen). " At the traditional form of work 1 worker of a farm serves 1820 goals(heads) of large horned livestock or 3540 goals(heads) of young growth, Ahmets M. has given an example. in large megafarms 1 operator watches(keeps up) work of the equipment serving up to 300 units KRS ".
According to Ahmetovs M., bodies of state authority did not put and do not put a problem(task) before investors to increase number of workplaces. " Maintenance of employment of a liberated manpower care of the government. This factor will be considered by working group specially created by us on accommodation of productive forces in territory of republic ", has calmed peasants of M. Ahmets(Ahmetov). It(he) has added what to protect peasants from negative social consequences, separate subitems natsproekta " Development of agrarian and industrial complex " which provide stimulation of small forms of managing preferential crediting of personal farmsteads and country (farmer) facilities(economy), development of consumer and credit cooperative societies, target grants for construction of habitation, etc. are called
