Kherson region limited food wheat removal

Borys Silenkov, Kherson Regional State Administration (RSA) Chairman, has signed Decree stipulating all grain market economic entities to restrict shipping out/selling locally produced food wheat (2,3, 4 and 5 classes) beyond region until Dec 1, 2006. As to State Administration press-service, removal restriction is preconditioned by necessity to satisfy regional internal food wheat needs at cost of local wheat production in order to guarantee regional food security. As to Decree, shipping out/selling beyond Kherson region of food wheat (as well as food wheat products) produced in other Ukrainian regions will be permitted only due to contracts registered on exchange markets and after being approved by corresponding services: Inspection for Agricultural Resources Forming and Quality (subordinated to Kherson Regional State Administration), Kherson Regional State Plant Quarantine Inspection and Kherson Regional State Bread Inspection. Document also stipulates Kherson region Districts State Administrations should form yearly food grain resources in their respective districts until Sept 25, 2006 to satisfy districts 2006/07 MY food grain needs (in volume determined by Kherson Regional State Administration Chairman Decree № 747 from Aug 1, 2006) and execute districts resources monitoring. Besides, regional economic entities in course of their food wheat grain selling activity must determine as first priority purchasers those regional companies which will participate in regional bread/bakery products resources forming until 2007 grain crop harvesting. It is to be reminded, this year Kherson region agrarians have harvested in total 1,399.760 MT early grains/leguminous at 557,600 ha. Kherson region 2006/07 MY internal requirement of locally produced food grain is estimated 155,800 MT; as of Sept 8, 2006 regional food grain fund totaled 95,600 MT (61.3% total yearly requirement).
