Ukrainian local councils supporting land moratorium prolonging decision

Due to the fact that a number of people deputies have issued a resolution to appeal the draft Law No. 93555 (adopted by the Verkhovna Rada as of last year Dec 20) on the extension of the land moratorium, this draft Law still has not been signed by the Verkhovna Rada Speaker Andriy Parubiy and the Ukrianian President Petro Poroshenko, and thus not entered into force. This means that until the resumption of the Verkhovna Rada work as of this year Jan 15, the moratorium on the Ukrainian land sale does not work, Ukrainian National Association of Sugar Producers reports.
Thus, a great number of the Ukrainian regional and district councils have urged the Ukrainian leaders to prevent the introduction of a «wild» land market and extend the moratorium until Jan 1, 2025.
As to the report, the regional and district councils say that within it is necessary to carry out a set of measures for the preparation of the moratorium cancelling. The councils remind that the Coalition Agreement (as of Nov 27, 2014) contains 12 issues - yet so far only 3 are implemented. Thus, so far, no inventory of land has been conducted. Besides, the land cadaster is too slowly filled up. Also, within 61 administrative districts of Ukraine, the area of the land plots, registered by the State Cadaster, exceeds the actual area of these districts.
Besides, the councils remind that the raidership is on the rise within our country and there are corrupt mechanisms to bypass the moratorium, since there is no rule of law in protecting the property rights. The Ukrainian court system is still imperfect, and there are no due market mechanisms which could help to establish the proper price of land.
