Poroshenko: Decentralization one of most efficient reforms

As of today, while speaking within the sixth session of the Regional Development Council, Ukrainian President Petro Poroshenko has said that the Ukrainian decentralization has overcome skepticism and proved its effectiveness for the development of local communities, President Petro Poroshenko Press Office reports.
«Decentralization is one of the most efficient reforms. We all can confirm that. The local budgets’ income has increased about 2.5 times over the three years of its implementation,» Poroshenko said.
«Within the middle of the past decade, when I worked as Head of the corresponding parliamentary committee, the share of local budgets with transfers in the overall budget was less than 30%. In 2015, when initiated decentralization it has already equaled 45%. This year, its share is 49.3%. We almost reached 50x50 indicator. This means that soon, local budgets will increase the state one,» he stressed.
The President emphasized: «This is the best characteristics of decentralization. Transferred rights, money, authority. However, I would like you not to forget about responsibility».
As to the report, Poroshenko underscored it is necessary that the advantage of the decentralization should be received by all Ukrainians. «The advantage must be felt not only within the big cities, but also within regional centers and small villages, as almost 15 milliard hryvnias are now on the deposit accounts,» he said.
As to the report, the President added that the answer to this question lays in the issue of overcoming unequal accumulation of revenues of local budgets and further creation of united communities. 3118 villages have already united in 665 more financially capable communities.
