Ukrainian E-DATA portal: first six months results
13.01.2016 11:36 "Agro Perspectiva" (Kyiv) —
As of Dec 30, 2015, the meeting of the E-DATA working group «258» took place. The meeting was chaired by the Ukrainian Deputy Minister of Finance Oksana Markarova, Government Portal reports.
As to the report, the work on the Ukrainian E-DATA web-portal started in Jul 2015 and is planned to be complete in Jun 2016 after the test mode of the portal will be over.
As to experts, the web-portal on public spending http://e-data.gov.ua/ is without an exaggerating an information revolution for Ukraine. It radically changes the budget process enabling citizens to be active, instead of passive, participants in this process thanks to control tools deployed on the portal.
As to the project manager Oleksandr Shchiolokov, the web-portal currently hosts approximately 17,000 registered virtual offices of fund managers and recipients; also, it has 9,000 visitors per day on the average; besides, 750,000 contracts, reports and protocols have been already published on the web-portal.
It is to be admitted, as far as funding for the project is concerned, E-DATA is supported by international organizations. Besides, UAH1.5 million are to be provided from the State budget (from which UAH0.5 million are to be returned to the State budget as tax revenues). The contract on the creation and maintenance of the web portal for public spending was signed in Oct 2015, the works have been underway for three months already. As to the latest information from the E-DATA project team, as per 15:00 p.m. on Dec 30, 2015, zero State budget money was spent on the web portal.
