Shymkiv: Purpose of decentralization is to bring authorities closer to people

While speaking at today’s briefing, the Deputy Head of the Presidential Administration Dmytro Shymkiv has said the National Council of Reforms determined clear timing and tasks on the implementation of decentralization reform, President Petro Poroshenko Press Office reports.
«Decentralization reform is one of the key reforms. Economic reforms are impossible without decentralization. It creates the basis of economic growth of regions and attraction of investments, particularly in infrastructure facilities like schools and hospitals,» Shymkiv said.
«The most important fact is that decentralization will facilitate creation of communities that will be responsible for self-development. They will receive additional funding and powers. It is the first time in the history of Ukraine, when the President gives his powers to local communities. Prior to that, communities were usually deprived of their powers,» he admitted.
As to the report, Shymkiv emphasized that the main purpose of decentralization is to bring the authorities closer to people and convey maximum number of authorities to local communities. «Community is a basic item of local government,» he said.
As to the report, while speaking of the progress of the «road map», the Deputy Head of the Presidential Administration said that the reform implementation meets the schedule. 46% of tasks for this year have already been fulfilled. Figures that are to be achieved have been developed jointly with European experts on the basis of the Strategy of Reforms - 2020, Association Agreement, Coalition Agreement and Action Plan of the Government.
By the end of 2015, Shymkiv said, the State authorities must complete the formation of basic legislation and convey powers and resources to local communities.
