UAC insists on Ukrainian transport regulation Commission creation

UAC (Ukrainian Antimonopoly Committee) insists on creation of National Commission for Ukrainian transport regulation/addressed Ukrainian President asking to accelerate Commission forming, reported Ukrainian State Property Fund press-service.
As to report, UAC has recently achieved canceling a number of Ministry of Transport and Communication Decrees (regarded by UAC as illegitimate) which enabled Ukrzaliznytsia to reject giving cargoes transportation permissions to businessmen and made it possible to enlarge number of cargoes which are to be transported under special armed guard.
As to UAC, abovementioned legislation violations are due to, firstly, railway monopolist having combined functions of economic entity and controlling body; secondly owing to country imperfect legislation and absence of effective system of railway branch State regulation.
Due to similar problems being typical not only of railway, but also of air transport and seaports, Committee is convinced it is of high importance to create as soon as possible independent organ (as stipulated by Ukrainian legislation) for country transport branch regulation.
«Until there is no special organ assuring transparent pricing and market participants equitable relations, there is no talk about fair and transparent transport tariffs. Practice has proved, that work of Interdepartmental Commission and Tariff Council, which are to regulate branch, was juts incidental and ineffective, saying nothing about violations growth: thus, within last few years over 90 cases of competitive legislation violations occurred on railway were examined. That’s why mere fact of forming of National Commission for Ukrainian transport regulation can cardinally better situation,» declared Oleksiy Kostusiev, Ukrainian Antimonopoly Committee Chairman, when speaking on this problem.
