Groisman: in 2014 we are to change country governance system and give power to local communities

"Is it time for the introduction of the local self-government reform in Ukraine?" - that’s the name which was given to the first discussion panel of the roundtable on public discussion of the ways to implement the Concept of reforming of the local self-government and territorial organization of authorities, which took place last week in Zhytomyr, carried out with the assistance of the Swiss-Ukrainian Decentralization Support Project (DESPRO),

As to the Ukrainian Vice Prime Minister - Minister of Regional Development, Construction, Housing and Utilities Volodymyr Groisman, «reform is not just urgent, it is already extra urgent.»
He said the reform of the local self-government was necessary to have been carried out immediately after Ukraine had gained independence - that is, to give to the local communities the power, opportunities and resources for their development.
«Instead, however, we had got a totally other system, which produced a rigid centralization and so society became under the authorities’ pressure. This system must be changed,» he said.
Volodymyr Groisman emphasized the sense of the reform is to give the local communities (villages, cities and towns) the power and resources for their efficient development, and the possibility to choose their power and control its effectiveness.
