20.03.2013 15:34 "Agro Perspectiva" (Kyiv) —
The European Commission has urged Ukraine to withdraw its request to the World Trade Organization about increasing duties on certain products and outlined a number of steps the country should take in economic sector. The Commission made these recommendations in its report on the implementation of the European Neighborhood Policy by Ukraine in 2012 published in Brussels on Wednesday, NRCU reports.
«[Ukraine should] refrain from introducing protectionist measures, such as recycling fees on vehicles, which are potentially in breach of its WTO commitments, and withdraw the notification for renegotiating its WTO commitments,» the recommendations read. The European Commission also called on Kyiv to step up fight against conflicts of interest and corruption, including in the judiciary system and steps to improve the business climate. According to the report, Ukraine should also reverse the backsliding which occurred in 2012 in public procurement and budget transparency; develop and start to implement a public finance management strategy; broaden the remit of the Accounting Chamber and amend the law on the civil service dated November 2011 to bring it in line with EU norms. The country needs to create a macroeconomic framework to enable the resumption of IMF support, and address such issues as fiscal sustainability in the energy sector. The commission also urged Ukraine to comply with its obligations under the Energy Community Treaty as reflected in the Association Agreement and the Association Agenda.
