USAID Announces $3.9 billion in Direct Budget Support to the Government of Ukraine

The United States, through USAID, and in coordination with the Department of the Treasury, the Department of State, and the World Bank, is providing $3.9 billion in direct budget support to the Government of Ukraine. This assistance builds on the U.S. government’s commitment to the Ukrainian people as they defend themselves from Russia’s brutal and unprovoked invasion. Ukraine undertook a number of commitments to receive this funding, including strengthening Ukrainian law enforcement institutions, improving the integrity and efficiency of its judiciary, and bolstering anti-corruption institutions. These reforms help lay the foundations for Ukraine’s integration with the European Union. Future disbursements of direct budget support are conditioned on further reform progress by Ukraine. To facilitate swift disbursement of funds to the Ukrainian government while ensuring accountability, U.S. direct budget support is disbursed through the World Bank once expenses have been verified and reforms advanced. USAID has also engaged Deloitte and KPMG to work with Ukraine’s Ministry of Finance and other Ukrainian government institutions to review and advise on protocols for the use of direct budget support and to oversee and report on the use of these funds. This provides a layer of additional accountability including monitoring, reporting, and audit requirements. Ensuring oversight of and accountability for U.S. taxpayer dollars for budget support and for all foreign assistance is a top priority for USAID. The Ukrainian government has been a partner in ensuring this accountability and has demonstrated its commitment to transparency. Russia’s continued assault on the Ukrainian people has assailed vulnerable populations, threatened Ukraine’s economy, and ravaged the country’s energy sector. U.S. direct budget support, combined with assistance provided by other allies and partners, ensures that the Ukrainian government can continue to supply emergency services and support critical public employees across institutions from healthcare providers and first responders to educators who deliver essential services to the people of Ukraine. Today’s disbursement brings the total U.S. direct budget support provided to Ukraine since 2022 to $26.8 billion. Since the passage of the National Security supplemental, USAID has diligently worked to release these vital funds, ensuring Ukraine’s economic survival amid Russia’s continual attacks.
