Kazakhstan: First and Second Stage 2020 Meat TRQs for Kazakhstan

Following are selected highlights from a report issued by a U. S. Department of Agriculture attache in The Nur-Sultan (Astana) (Kazakhstan Republic of), on January 21 and April 16, respectively, the first and second stage of Kazakhstan’s 2020 meat quotas were announced by the Kazakhstani Ministry of Trade and Integration. The decrees approve tariff quotas for certain types of meat and poultry products for 2020, per specific importer, and came into force ten calendar days after official publication. General Information Starting from January 1, 2010, tariff rate quotas (TRQs) were introduced for Belarus, Kazakhstan, and Russia by Customs Union Commission Decision No 130 dated November 27, 2009. Since then, the Customs Union Commission, and later the Eurasian Economic Union Commission, approved specific TRQ volumes for beef, poultry, and pork for member counties. Kazakhstan, in turn, approves specific volumes of beef and poultry per specific importer, who is authorized to import the product under the preferential customs rate of 25 percent, but not less than 0.2 EURO per kilogram. Any poultry imported outside of the quota is assessed a duty rate of 80 percent of the customs value, but not less than 0.7 euro per kilogram. Beef and poultry meat are still under TRQ regimes, whereas pork quotas were cancelled in 2016. In 2019, the TRQ for beef was filled at two percent and poultry at 93 percent. On January 21, 2020 the first stage and on April 16, 2020, the second stage of Kazakhstan’s 2020 meat quotas were announced via Kazakh Ministry of Trade and Integration order No10-NK and No86-NKconsecutively. The decrees were officially published on the Ministry’s web-site on the date of execution. The decrees approve tariff quotas under the following HS codes: Meat of bovine animals, fresh or chilled (HS 0201), Meat of bovine animals, frozen (HS 0202), and Meat and edible offal, of the poultry of heading No.0105, fresh, chilled or frozen (HS 0207).
