VR can raise 2005-Budget agrarians credits compensation from UAH220 million up to UAH350 million

31.03.2005 14:37 "Agro Perspectiva" (Kyiv) — As to draft Law «About Bringing Changes into 2005 State Budget» (presently examined by Verkhovna Rada), VR can enhance 2005 State Budget expenses by UAH130 million (from UAH220 million up to UAH350 million) on credit rates partial compensation for credits attracted by agrarians for 2005 springtime field works. It is to be reminded, Cabinet stipulated 2005 budgetary compensations to be paid off only to those agrarians which attracted short-term credits with yearly interest not over 21%, long-term credits — not over 20%. In 2004 Cabinet was paying off compensations to those agrarians which had attracted short-term credits with yearly interest not over 19%, long-term credits — not over 21%. In 2004 agrarians attracted over UAH9 milliard credits. Budgetary changes stipulate 2005 State Budget receipts raising from UAH86.5 milliard up to UAH105.995 milliard, expenditures — from UAH95.5 milliard up to UAH113.778 milliard; deficit is to be shortened from UAH8.6 milliard down to UAH6.8 milliard. Agrarian-Industrial Complex financing can be boosted from UAH4.886 milliard up to UAH5.1 milliard. It is to be reminded, earlier Ministry of Agrarian Policy had asked Cabinet to allot from 2005 State Budget additional UAH200 million for agrarians credits cost reduction in order to assure 2005 State Budget credits cost reduction total sum not less UAH400 million. Ministry of Agrarian Policy initiated allocating additional UAH1.5 milliard from 2005 State Budget in course of its revisal for agrarian sector programs financing in order to assure Agrarian-Industrial Complex budgetary total financing to reach ? UAH6.4 milliard in 2005. As earlier reported, Oleksandr Baranovskiy, Minister of Agrarian Policy, had criticized approved by Cabinet draft Law «About Bringing Changes into 2005 State Budget» for Agrarian-Industrial Complex 2005 financing lowering. Within last few days Cabinet/VR Budgetary Committee representatives have been finishing elaborating draft Law «About Bringing Changes into 2005 State Budget». In Dec 2004 VR adopted 2005 State Budget with UAH86.5 milliard receipts, UAH95.5 milliard expenditures and UAH8.6 milliard deficit.
