Cabinet likely to permit 100,000 MT sugar preferential import from Belarus

Ukrainian Government is going to examine possibility of 100,000 MT cane/beet sugar duty free import from Belarus until May 2010, reported Interfax-Ukraine referring to Ministry of Agrarian Policy representative.
«Ministry of Economics has elaborated draft Decree stipulating 100,000 MT cane/beet sugar preferential import from Belarus; draft Decree has been submitted for Cabinet examination,» declared representative.
As to representative, currently efficient Ukraine/Belarus free trade agreement permits only beet sugar duty free importing into Ukraine.
Besides, representative made it known Cabinet had planned to examine draft Decree on its Feb 11 meeting; however, representative admits it isn’t known so far whether Cabinet has adopted this Decree.
As to National Sugar Producers Association Ukrtsukor report, Association has addressed letter to Premier Yuliya Tymoshenko expressing its opinion on draft Decree: Ukrtsukor experts believe Ministry of Economics has submitted draft Decree for Cabinet examination with Cabinet work regulations breech, as draft Decree had not been earlier submitted in due order for Ministry of Agrarian Policy (or other sugar beet industry public organizations) reconciliation.
Besides, Ukrtsukor experts are convinced additional sugar import from Belarus can cause Ukrainian 2010 sugar beet sown areas shortening/sugar output fall.
As earlier reported, in 2009 Ukraine had imported 76,500 MT beet sugar from Belarus (up against 61,300 MT in 2008).
Reportedly, within early this year Ukrainian sugar market was characterized with prices sharp boost. Market experts motivated prices boost with global tendencies impact. However, Government declared prices growth wasn’t economically justified and was just speculative.
