Major Ukrainian employers sign up to first Human Capital Resilience Charter

Developed by the EBRD and the Ministry of Economy of Ukraine, the charter sets out best practices for employers to address common challenges and accelerates labour market recovery

Ukraine’s human capital will be key to its post-war recovery and reconstruction

Ukraine’s major businesses have committed to people-centred business practices by signing up to the first-ever Human Capital Resilience Charter.

Launched at the Ukraine Recovery Conference in Rome today, the Charter establishes a set of best practices and principles that employers of all sizes in Ukraine can undertake to address the common challenges the country faces in terms of human capital and improve the livelihoods of those most acutely affected by the war.

The Charter is an initiative of Ukraine’s Ministry of Economy, developed with the support of the EBRD, the Folke Bernadotte Academy and Korn Ferry, to accelerate the country’s labour market recovery. It outlines principles for employers to support workforce reintegration, particularly for veterans and displaced workers, and to promote skills development and employee well-being.

It embeds the principles of equity, adaptability and employee well-being into the core of Ukraine’s economic strategy.

Russia’s full-scale war on Ukraine has had a profound impact on the lives and livelihoods of its people. Not only has the war contracted Ukraine’s economic output by around a third, but it has also brought challenges with regard to veteran and refugee reintegration, and created vast internal displacement affecting labour market dynamics country-wide.

Ukraine’s post-war recovery hinges on successfully addressing these challenges, and the Charter provides a framework for Ukrainian businesses to do so.

EBRD President Odile Renaud-Basso said: «The EBRD is committed to delivering the human capital recovery and longer-term resilience Ukraine requires, broadening employment and training opportunities for individuals, communities and companies most affected by the war. I am proud that the EBRD is a signatory to the Charter and encourage business representatives and international partners to join us and align their operations with the Charter’s principles.»

Olena Zelenska, First Lady of Ukraine, said: «The Human Capital Resilience Charter is not just a framework; it is a commitment to our people. It recognises the strength and potential of every Ukrainian, ensuring that our recovery is built on the principles of dignity, inclusion and resilience. By investing in our human capital, we are investing in the future of Ukraine, where every individual has the opportunity to thrive and contribute to our nation’s growth and prosperity.»

Yuliya Svyrydenko, Minister of Economy of Ukraine, commented: «The Human Capital Resilience Charter is a pivotal step towards rebuilding a robust and inclusive labour market in Ukraine. By focusing on human capital, we aim to create a sustainable economic future that benefits all Ukrainians.»

The development of the Charter was supported by the EBRD’s Action for Equality and Gender Multi-Donor Fund.

The EBRD is Ukraine’s largest institutional investor. It has deployed more than EUR7.6 billion in the country since 2022 and has secured agreement for a further EUR4 billion capital increase to continue lending at these levels in wartime, with the potential for more once full reconstruction begins.
