Semerak: Ukraine demonstrates environmental policy progress

As of this week, a number of independent experts have, with the support of the European Union, issued an analytical report saying that the Ukrainian Ministry of Environment and Natural Resources complies by 68% with the provisions of the Luxembourg Declaration on Cooperation within the field of environmental protection and combating climate change, Government Portal reports.
It is to be admitted, the experts’ analytical report is focused on the Ukrainian implementation of the provisions of the Luxembourg Declaration (which defines the goals of good environmental governance for the Eastern Partnership countries).
The experts have estimated the effectiveness of the Ukrainian environmental policy maintaining due to the criteria: openness (transparency), public participation in decision making, accountability, efficiency and consistency.
In meanwhile, Ukrainian Minister of Ecology and Natural Resources Ostap Semerak has noted that the ongoing reforms within the environment protection require not only the change of existing environmental approaches and the creation of a modern legislative framework, but also the introduction of effective methods and forms of governance. Thus, in part., it goes about a possibility of the public access to the environmental information and its systemic promulgation.
"Our task is to complete the administrative reform, as well as initiated projects on the implementation of e-governance. Of course, it is necessary to minimize unnecessary administrative functions, while concentrating on further efforts to shape environmental policy. In fact, we face a lot of challenges and challenges, but successful environmental reform involves active participation of citizens in their implementation and proper access to environmental information around which discussions are underway, " Semerak stressed.
